La note situe une commune parmi celles de sa taille, sur trois axes : la vie associative, les commerces et services, l’aide à domicile. Elle ne dit pas si l’on y sera heureux — elle dit ce qui existe.

Une commune sans note est une commune dont nous ignorons la population : son nom est partagé avec d’autres en France, et nous préférons ne rien dire plutôt que de lui attribuer les habitants d’une homonyme.
